A learner who did something in the current billing period — started a course, opened a lesson, watched a video or took a quiz. One user, in one organization, in one billing period counts once, however many times they were active.
You are warned as you approach the quota, and can either buy an add-on for more active learners or move up a plan.
The subscription moves to past_due and enters a grace period. If tokens are still not topped up, paid features are suspended.
Yes, in either direction. Entitlements follow the new plan from the start of the next billing period.
